Sabine Engel, PhD, is the originator of the binational platform “Climate-Smart Municipalities: Modeling Integrated Energy Communities for the 21st Century – NRW and Minnesota” (CSM). Created in 2016 with start-up funding by Germany’s federal government and matching funds from Minnesota entities, the CSM platform has allowed the five original city partners to measurably advance local climate work and assume model character for numerous other Minnesota cities. The City of Morris developed its nationally-recognized “Morris Model” initiative. The City of Duluth created its first sustainability officer position. The City of Rochester re-envisioned its power and heat strategies. The City of Warren developed a novel approach to help homeowners increase energy efficiency via the use of drone surveys. CSM puts a special focus on rural communities. Since the expiration of the German start-up funding, the CSM platform has grown to include additional rural communities as partners, including the cities of St. Cloud, St. James, Comfrey, and New Ulm and piqued interest with their counties. In September 2024, Climate-Smart Municipalities was honored with the inaugural annual achievement award of the National Sustainability Society. Engel also organizes a longstanding energy and climate policy exchange between Minnesota and Germany. In 2019, she was awarded Germany’s Order of Merit (Bundesverdienstkreuz) for her contribution to the public good. Her title at IonE is program director of international partnerships.
